Abstract

Privacy is a core value in librarianship. Libraries are responsible for ensuring the protection and confidentiality of their patrons. Many scholars assess privacy policies and practices across regions worldwide. One region that remains unexplored regarding the privacy policies of libraries is the Gulf Cooperation Council (GCC). This proposed research will employ qualitative methods, including policy analysis, evaluative analysis, and semi-structured interviews, to explore how social norms, such as trust in government, prevalent among locals, may influence the development of privacy policies and practices in the region. The findings will provide valuable insights that could prompt policymakers in the GCC to consider the potential impact of social norms when formulating privacy policies and practices.
