Rawdah Alfadhley’s Dissertation Defense

PhD candidate Rawdah Alfadhley will present her dissertation defense, “The Innocent Have Nothing To Fear: A Qualitative Study On The Privacy Policies Of Libraries In The GCC States." Abstract

Information privacy is increasingly recognized as critical in library services, yet empirical research in the GCC remains limited. This study investigates privacy practices and perceptions in libraries across the Gulf Cooperation Council (GCC) region by examining the extent to which libraries disclose their privacy policies and analyzing seven GCC institutions for alignment with regional data protection laws. Ithra Library, a prominent Saudi public–private institution, is further evaluated as a case study against international privacy standards established by the International Federation of Library Associations (IFLA) and the American Library Association (ALA), highlighting the need for culturally grounded local guidelines. Beyond formal policy analysis, the research examines how social norms, cultural values, and trust in government influence how Saudi students studying in the United States perceive privacy. Findings reveal variation in institutional compliance and underscore the influence of cultural and social factors on privacy expectations. By connecting regional policy practices, institutional implementation, and socially influenced perceptions, this study provides actionable insights for designing user-centered, culturally sensitive privacy policies that enhance transparency, protect user data, and strengthen public trust in library services.
